Abstract

Public health surveillance systems guide decisions that affect entire communities, yet many programs struggle with fragile delivery practices, unclear accountability, and inconsistent ethical oversight. This study presents a project management and governance blueprint for surveillance initiatives that integrates stakeholder engagement, privacy risk assessment, and operational controls into a repeatable delivery model. We describe how governance charters, decision rights, and measurable service-level objectives improve reporting timeliness and reduce quality defects. The proposed framework emphasizes transparent communication of uncertainty, audit-ready documentation, and continuous improvement via incident retrospectives. Practical templates are provided for program managers to operationalize ethics reviews, change control, and escalation paths without slowing urgent public health response.
