Managing interoperability in surveillance ecosystems with phased delivery planning and measurable quality scorecards
Abstract
Interoperability across laboratories, hospitals, and public health agencies is critical for early detection, yet integration efforts frequently fail due to inconsistent formats and unclear ownership for data definitions. This study presents a phased delivery strategy for interoperability programs that prioritizes high-value interfaces while establishing measurable quality scorecards for completeness, conformance, timeliness, and duplicate resolution. We describe contract-first interface design, automated validation routines, and reconciliation workflows that surface gaps before they propagate into analytics. The proposed approach enables program leaders to track progress objectively and to align stakeholders around shared definitions and release readiness criteria.
