Program management strategies for laboratory reporting modernization and end to end surveillance traceability
Abstract
Laboratory reporting modernization is essential for timely surveillance, yet large initiatives frequently encounter scope creep, integration delays, and inconsistent provenance of results. This study presents a program management approach that structures milestones around end-to-end traceability, from specimen collection to final reporting and analytics consumption. We introduce provenance requirements, reconciliation routines for missing events, and operational dashboards that track delays by source and jurisdiction. The paper also outlines change control patterns for new test codes and schema updates to prevent downstream reporting failures. The recommended approach strengthens trust in surveillance indicators and improves operational readiness during surge periods.
