Managing stakeholder alignment for cross jurisdictional surveillance projects during evolving public health threats
Abstract
Cross-jurisdictional surveillance initiatives must coordinate policy, funding, standards, and operational delivery under rapidly evolving threats. This research presents stakeholder alignment techniques for program managers, including shared outcome definitions, governance charters, and decision calendars that synchronize releases across jurisdictions. We outline communication patterns for balancing urgency with accuracy, such as leadership pre-briefs, technical deep dives for implementers, and structured feedback loops for frontline users. The paper also proposes conflict-resolution practices and escalation routes to reduce delays from competing priorities. The recommended approach improves coordination and accelerates delivery of trustworthy situational awareness.
