Abstract

Surveillance data pipelines are vulnerable to upstream outages, schema changes, and delayed reporting that can degrade outbreak detection and public communication. This article introduces an incident response playbook designed for surveillance environments, including detection signals, triage steps, stakeholder communication templates, and post-incident remediation planning. We explain how severity levels and time-based escalation can be aligned to public health decision windows so the right leaders are engaged quickly. The playbook includes guidance for root-cause analysis, corrective action tracking, and reliability metrics that reduce repeat incidents. The approach improves recovery speed and sustains trust in routine and emergency reporting.
