Feature Flag Management at Scale: Progressive Delivery Patterns and Experimentation Governance in High-Velocity Teams

Abstract

Feature flags enable progressive delivery and continuous experimentation but introduce long-term technical debt when ungoverned. This paper surveys feature flag usage across 41 software teams and presents FeatureGuard, a governance layer that enforces flag lifecycle policies, automated staleness detection, and experiment result archival. Teams using FeatureGuard reduced stale flag accumulation by 76% and flag-related production incidents by 63% over 12 months. A progressive delivery maturity model encompassing canary releases, ring deployments, and A/B testing governance is introduced. Interview findings reveal that organisational culture and cross-functional flag ownership matter as much as tooling for sustainable feature flag programmes.
