FinOps Integration with DevOps Pipelines: Automated Cost Attribution and Budget Gate Enforcement in Cloud Deployments

Abstract

Cloud cost overruns frequently emerge from deployment pipelines that lack cost visibility at the point of change. This paper proposes a FinOps-DevOps integration pattern, CostGate, that injects cost estimation, tag-compliance checking, and budget gate enforcement directly into CI/CD pipelines before workloads reach production. Evaluated across 7 organisations and 140 deployment pipelines, CostGate prevented 23% of deployments that would have breached monthly budget thresholds and improved cloud resource tag compliance from 54% to 96%. An economic model quantifying the ROI of pipeline-integrated FinOps controls is presented, showing median payback periods of under 3 months for teams processing more than 200 deployments per day.
